Limitations on license suspension

What is the name of your state (only U.S. law)? CT

I currently live in CT. Over 10 years ago, in 2002, I got a DUI in RI, and my CT license was suspended. Due to unemployment, I had to make an arrangement with the courts to be able to perform community service in lieu of paying the associated fines. I performed all the required community service, and the fines are considered by the courts to be paid. However, my license expired while under suspension, and I am being told that now I have to pay the state of RI a fee to reinstate a license that was not even issued from their state. Additionally, the DMV in RI says that I have to attend "driver retraining/DUI classes" in order to be able to get a new CT license, as well as pay reinstatement fees and new licensing fees in CT.

My problem is this: It has been over 10 years since the DUI charge, and I have had no other charges since then. It would pose undue hardship for me to pay for and attend these classes, as I am currently unemployed, with no transportation, and now have a small child.

Is there some way that I can get a new CT license, limited or not, without having to become homeless from having to pay the costs of taking the classes and transportation to and from? It's posing a hardship on my family from my not having a driver's license, and I have lost work, and been unable to accept work due to lack of transportation and license.

Is there any sort of statute of limitations on these kinds of things? Believe me, I have learned my lesson, and I don't even drink anymore, so there is no possibility of another DUI in my future.

Please advise!!! How should I go about resolving this, and getting my license back?

The limitations that are put on your ability to regain your license depend upon why it was taken away in the first place. Different states can suspend or revoke a DL for different infractions, and the length of time varies. The best way to find out when you are eligable for reinstatement is to call your local DMV office. You may also call or stop in at your local police department or sheriff's department and ask, as they can get an instant copy of your driving record and it will state right on there when you are able to have it back. Furthermore, also depending upon the state, you may be able to get an "occupational only" license that will allow oyu to drive to and from work legally. Again, call your local DMV office for more details on this.
