Can I put a link on my site to another site without the permission of the other sites webmaster?

Posting links to other sites is not illegal

I would never object to a site linking to my site unless they were using it in an objectable or distasteful manner. My best free advice is that you tell the webmaster you have linked to them and give them a week to reply if they want the link taken down. You also might want to add that you would like your site linked onto their site. Link popularity is the number one reason why sites get ranked high in search engines.
