What is the name of your state (only U.S. law)? CA
My friend is a little old lady in San Francisco area whose husband of over 10 years died intestate. His children are trying to wrangle the entire estate from her. She is having a hard time trying to find a probate lawyer who would take her case on contingency. Two real nice probate lawyers have reviewed her case and feel that there may not be enough to compensate for their time. Does anyone have a recommendation for a good probate lawyer who can take her case? His children hired a top law firm as there are about 10 to 20 million dollars of real estate at stake.

A widow who was married to a man for 10 years who died intestate but had an estate of 10-20 MILLION, can't find an attorney because there may not be enough to compensate them for their time?

Either you are a liar or there are facts missing. By any account from your facts the widow is in line to get millions. Lawyers would be biting each other in the leg to get to her first.
