Loan to friend who refuses to repay

Hi! I live in Georgia and made a loan of approximately 3,000 dollars to a "friend" who lives in Broward County (Florida) 1 1/2 years ago, because she lost her job and didn't have rent, car note, utility, etc money. She promised to repay me upon getting a job and she is now working. For the last 12 months she has been promising to repay me and I still have not received even one penny. About 3 months ago, she tried to deny that she owed me any money and said she was "not giving me any money" and that I "didn't need the money". I then presented her with the proof of the loan and she retracted her statement about me not having made a loan to her and, of course said the same lie about sending me a spreadsheet of how she was going to repay me. I'm tired and I've had enough. I want to file a claim against her but, here are my 2 issues.
1. I'm not sure where to file the claim. The Dekalb county court said I must file in Broward because she lives in Broward. The Broward county court said I file where the transaction took place. Which is in Dekalb county where I live or would it still be Broward County since I FEDEXed the money to her.
2. She has moved since the loan. She still lives in the same apartment complex which I have the address to, but in a different apartment of which I don't know the apartment number nor will she give me the new apartment number and I don't know anyone who will give it to me. The clerk at the court house is saying I must have the exact address for the sherrif to server her. What can I do?

A1) File in her current county. This is not only to resolve the jurisdiction issue, but if you win, you want the judgment to be rendered in a court where her assets are so that it can be enforced.

A2) If she can't be served, the lawsuit will be dismissed. Options: (1) Hire a PI to locate her; (2) Send her a letter with "ADDRESS SERVICE REQUESTED" written on it. The USPS will then send you a notice with her new address (if less than 18 months old); (3) Travel to her apartment complex and go to the office. Tell them you are looking for your 'old friend and she has apparently moved', they might give you here new number.

Thanks for your reply. I'm going to try the USPS method first and then maybe one of the more reliable online extensive search options (pay) like usasearch to find the current address. This has been very frustrating and hurtful, when you help someone who has nowhere else to get help and they turn around and give you the "high hard one":(

Just want to tell you that we're in the same boat. I have the same problem. When they want to borrow money from you, they'll say anything to get it. Then after that they treat you like nothing. They never want to see you again. What's a friend? This gave me a lesson that never give out your money to a friend even a closed, good friend.
