My response:
Loitering is when you hang around outside a 7-11 store, without doing any business, and failing to move from the premises. However, you may be mistaking that term for "littering."
In any event, you appear to have causes of action for "Nuisance" and "Trespassing." These causes of action have 4-year Statutes of Limitations in most States, and the clock for the S/L starts all over again with each offense (each time your neighbor dumps stuff onto your land).
Take pictures of what is being dumped, and put a date on the photo. Then, try to see if there is anything on the junk to identify it as having belonged to your neighbor. Sue him for damages and an injunction.
