What is the name of your state (only U.S. law)?

I'll try again because it is very clear you don't understand what I posted.

You are currently here on the H4 visa. This means you are not here on a student visa. Nobody said you couldn't study while you're on the H4 visa - what I did say was that the waiver mentioned by Zigner does not apply to H4 visas. It applies only to student visas. Therefore you don't qualify.

Also, it is NOT the school's responsibility to explain the minutiae of the immigration rules or the licensing regulations regarding social security numbers.

It is up to THE STUDENT to educate themselves on these matters.

This one surprised even me with the 'tude.

And the reason I came to this form was because I thought I might get some good advice!!

This has been taken with higher education authorities and the school will be fined because they not only lied to me but they also lied to the authorities by creating false documents, so that proved that they had the responsibility to let me know the outcomes of the program and now they are trying to cover it up.
Don't count on it. Just because YOU, mr long peaks, doesn't understand the system, doesn't mean the school lied or they will be fined. That's wishful thinking on your part.

Why would any SANE person go to a professional licensing school if they know that they can not get the license? Since I am not a native to US, I did not know the US rules, it was School's responsibility.
*buzzer sounds* WRONG. Your education is YOUR responsibility.

They should have known that why on their forms they have SSN requirement and most importantly they should have known that I can not get license without SSN. Nowhere in the forms it said that ITIN is acceptable but they accepted it regardless just to take the money.
You should have researched what your visa allowed. Me thinks you enrolled, knowing you couldn't on that visa, then cried foul. Sorry.

Education for professional Licensing is useless if a person can not get a license. Isn;t there anyone here who agrees on this??
Wouldn't matter. The school wants the tuition, and it's not their fault you didn't research the rules.

I get really sick of seeing people come here claiming that it is EVERYONE'S responsibility BUT their own when things don't turn out their way. My answer? Don't try to game the system. Play by the rules. Tuition is for the opportunity to go to the school, NOT the license, the job, the internship, or the prestige. Your education is YOURS to decide what to do with.

Get everything in writing.
