What is the name of your state? WI

If 2 or more people are having 1 person among them hire a contractor to do a job, and this one person is the one who will make all the arrangements to have the entire bill sent to himself with the idea that the other people involved will then pay him their shares afterwards, what is this person called?

The terms that come to my mind are either the Power of Attorney, or Representative Payer, but I don't know if either of these is correct. Does anyone here know what this person's title is?

Those would make sense! I kind of figured Power of Attorney didn't quite fit. Thank you for clearing that up for me.
