Looking to buy a bike with a lien en Pennsylvania

Hello, im from canada and i want to buy a motorcycle from someone in pensylvania.
the guy has a lien on the bike.

My questions are:

Is there a way to make the deal secure and painless?

the guy told me to send him cash or cashier check he would take care of the lien himself (sorry but i dont trust him enough)

I was thinking. if he give me a bill of sale for the bike and i personally take care of the lien. is it covering me?
i would pay him the difference between the value he agreed to sold it to me and the amount i will have to pay to clear the lien.

he will still receive the title but...
will he be forced to sign it off to me since i have a valid bill of sale?
what is the value (legally) of the bill of sale?

maybe tehre is some other mechanism that would lock everything down to assure that both party do the right thing to close the deal

A bill of sale for the bike would be worthless due to the fact the seller cannot sell due to the lein

You could get the name and address of the leinholder (Bank) and send them a cashiers check thereby clearing the lein
