Lost Computer after Repair

What is the name of your state? My state is Indiana. Company's state is Ohio.

My laptop's motherboard was fried so I found a company in Cincinnati that would replace the components of the laptop for much cheaper than the cost of buying a new motherboard. They told me and their site said the typical turnaround time was 5-10 business days and I was quoted a maximum price of $275 ($20 shipping back to me). So I sent them my laptop.

After about a month passed before they even diagnosed my laptop. I was told it would cost me $275 to fix the laptop. I paid it on 11/7/07 with my VISA. The laptop was fixed and ready to ship on 11/8/07, I was given a UPS tracking number to track it.

But, the tracking number just kept on saying that the billing information had been received but UPS hasn't received a package. I finally called them on 11/12/07 to ask why. I was told that it would go out on 11/12/07. The next day, the tracking number said the same thing. So I called back and was told there was a problem. They had put the wrong label on the laptop and shipped it to the wrong address. I was told they would request that the package be returned by UPS and then once they received it, they would ship it to me. If they couldn't get it then I would be given money to buy a new laptop and have my money returned. I said that I wanted to talk to a manager but was told that they would leave a message and the manager would call me. The manager never called.

I gave them until 11/19/07 and then called back. This time I was told that UPS can't find the package and the company has filed an insurance claim on the package. I wanted to talk to the manager and I was told that the manager would have to call me back (Never did again). I was told that they would send me an equivalent computer and would not refund my money. They were to email me some tech specs on a replacement. Well, nothing on 11/20 or 11/21 so I called on 11/21 and was told that they would have it by the end of the day. I asked to talk to the manager and was told that the manager would have to call me back (never did again). Still nothing and they were closed 11/22 and 11/23 due to Thanksgiving.

I called on 11/26, asked for the computer information, and to speak to the manager. The manager would have to call me back (never did) but I did eventually get an email with 2 possibilities. An old Dell laptop with a celeron processor while mine was a pentium or my same model series but no details on what is on the inside. I was also offered a 160gb hard drive for my trouble. I emailed back questions about the laptops. No reply so I called on 11/27 to speak to the manager and to get the information. The manager would have to call back. Nothing. I called 11/28 and the same happened again...

So after them having my laptop for 2 months today and me still not being able to talk to the manager, I am stuck with no laptop and have paid $275. It doesn't look like they are going to offer me a suitable replacement (the laptops of the same model as mine looked badly used while mine was near mint on the exterior) even if they got around to trying to resolve the issue. What options do I have?? I know I can just call VISA and have them reverse the charge but I want my/a laptop and think this company should provide it. Any suggestions will be greatly appreciated.
