What is the name of your state (only U.S. law)? New York

Have been waiting 5+yrs. for case to be judged.
Put all loans off, with plans to settle after.

Case was dismissed-time bared(spelling)

Broke and no where to run: What is my best legal option? Try and settle,
knowing I might not be able to pay, or file bankrupcy?
