Basically, I am planning to run a lottery for tickets to an NBA Basketball game from my website. I am in England but my competitors will be in the USA, but spread around the country.

I was just wondering what kind of rules I would have to abide by. If you can't help me because I am in England, thanks for taking time to read this post. If you can help me, please do.

If this would be difficult, what would you recommend for me to do? For example, I could have it for select states only and/or ask somebody in the USA to do it. However, I would like to run it myself if possible.

To do it properly, you would have to abide by the laws of all 50 US states and England. Unfortunately, each state has different laws.

It is illegal to sell lottery tickets across state lines in the US. And foreign lotteries, yours would be considered one, are also illegal. You need to learn a new Americanized English word, fuhgettaboutit.
