What is the name of your state? Florida

Can a legal permanent resident file for his spouse or does he have to wait until he becomes a citizen?

An LPR can petition a spouse but it takes about 4-6 years before that spouse can apply for an immigrant visa or adjust status, if in the US, on the basis of that petition.
