LWO - Living Wage Ordinance Employee Benefits Waiver VS Medi-Cal!!

I'm trying to waiver my employee benefits. Since I have medi-cal, I applied for the waiver, and it was denied. Reason is because "Medi-cal is not in accordance with LAAC section 10.37.15(e)."
(For reference:
"(e) Nothing in this article shall limit the right of the DAA to waive the provisions herein with respect to and at the request of an individual Employee who is eligible for benefits under Medicare, a health plan through the U.S. Department of Veteran Affairs or a health plan in which the Employee's spouse, domestic partner or parent is a participant or subscriber to another health plan. An Employee who receives this waiver shall only be entitled to the hourly wage pursuant to Section 10.37.2(a)(2)(i)."

I'm working at the airport in LA with a contracting company, minimum wage here is $13.75 an hour, if I were to waive these benefits, I would be earning 18.99 an hour. I've tried calling the OCC officer and her response was "I can't do anything, I'm just enforcing the law." What can I do? Maybe I need some kind of reiteration of the sort?

As much as there is nothing limiting them from waiving the provisions, there's also nothing requiring them to do so.

'MediCal' is not Medicare.
Medicare is a system that one pays into during one's working life that cover benefits available after retirement or disability.
Medi-Cal is Medicaid, which is a needs-based benefit that is paid by the Feds and administered by the state.

I would be earning 18.99 an hour.
Depending on your household situation, at that wage rate, you might not be eligible for Medi-Cal anymore. Medi-Cal is for poor people, not so that they can get paid more per hour because they don't want to use their income for health insurance.
