MA & NV: Can this marriage be annuled?

My brother is a resident of MA, but in February of 2001, flew to Las Vegas to get married. At only 4 months into the marriage he is miserable.

The marriage has yet to be consumated, and although he lived with her for a while before and knew she had a medical disability (previous ruptured brain aneurism), her medication seemed to for the most part control it with only minor symptoms.

After they got married, she began to suddenly show more signs of emotional erraticms, instability, physically threatening him, memory loss, etc. He has taken her to specialists and medically nothing has changed. He began to observe her more closely, and discovered that she has been using her disability to her advantage to get her way, get him to spend money and do what she wants. Others have observed this as well. In other words, she is not any worse than when they got married, she is just deceiving him like a spoiled child would. She also has yet to cook a meal, or do anything in the house although physcially able. She doesn't work.

Does he have grounds for annulment in MA, or in Nevada as they were married there ?

Also in either of these 2 states, is there a single party divorce? Last one- Do either of these states recognize foreign marriages, i.e. Dominican if you do not do it by proxy and actually go there?

Not sure about other states, but at least in Tennessee and Virginia - not consumating a marriage is grounds for an annulment. Also, mental condition and certain conditions that were not made known at the time of the marriage. Hope this would help! Alos, with an annulment you are looking at less money upfront BUT your brother may potentially lose any money that he has given her or used to pay for her medical bills, etc. Again, in these states you can not ask for things back unless you file for divorce. Annulment is you go your way (with your bills and assets) and I go mine. Good luck!
