My state is Florida. State of probable offense is Illinois.

Recently have discovered that former husband's wife disposed of any mail that I have sent over the years to him which were in regard to our Son, regardless of not passing along medically urgent messages regarding our son. Not only did I never know, former husband never knew until recently either when we both were talking and realized what had occurred.

Is there a statute of limitations on a federal offense?

Ask the postal inspector these questions. There are SOLs on federal offenses, but I couldn't find them just right now. In any event, better to go to the horse's mouth.
