Mail to a vanished former deadbeat tenant, "care of" my mom: can she open it?

What is the name of your state (only U.S. law)? Colorado

My elderly, widowed mom just received mail addressed to a former tenant who'd sweet-talked her into letting him fall way behind in his rent. Lots of sad stories and promises he could repay real soon, then he disappeared. She's on a limited income. The mail is addressed to him "care of" her. The contents might help us track down this s.o.b. and get her money back.

Since the mail is addressed "care of" my mom, can she open it?

Obviously the sender doesn't know where he is either otherwise he wouldn't have sent the mail to that address! She should mark it return to sender and put it back in the mail slot.
