What is the name of your state? Texas

I went to an adult high school program at gaston college in NC and graduated in December of 2006.Well i was informed that my dad back here in Texas was very ill and dying and BF decided for us to move here so i can be near him. I informed the AHS Program Secretary of this and she said that it was ok theat they could mail me my deploma when it got there. Well Its been almost a year and they keep telling me that they can't mail it to me. I have to have someone mail it for me and i would have to fax them a release form giving that person permission. But there is a problem. I DON't KNOW OF ANYONE! I explained this and they said they would have the program director call me back but they never did. Can they with hold my diploma like this? What do I do?
