Maintaining my valid restricted VA license

In July of 2005 I was charged with 2nd DUI in less than 10 years, and was convicted December 1, 2005. I petitioned the courts after 4 months of suspension to get a restricted license, and have had one since April, with no traffic violations or troubles since.
Recently, I have been entertaining a few out-of-state job offers, and have called the state DMV's. They are telling me that until my suspension period - even my restricted period - is up I cannot get a license in the state.
Is it possible to petition a VA court to get a restricted license for out-of-state travel, and to keep my restricted license here and not establish residency in the state I plan on working in? Does anyone have any experience with VA?
