My response:

I always look the other way on Sundays. So, go ahead, beat the crap out of your child - - no one will report it unless it happens on a business day!

Why, weather you're a mandated reporter or not, would you wait till the next business day to report abuse? If you know that a child is being abused and you wait till monday, that child is in danger just 'cause you didn't want to bother with it on your day off????

I have never heard of time in my trainings. Many times, the idea that abuse is occurring takes time to formulate. But it should be reported it to the supervisor immediately once it has been formulated for many reasons, the least of which it is ethically responsible.

In general, mandated reporters are only required to report when they have a duty to report. In most cases, the entities taking the reports are only available during normal business hours although a report to the police could be made.
Is a mandated reporter required to report suspected abuse when it is outside their duty? NO, May they? Yes.
A mandated reporter need only report suspected abuse, they don't have to prove it first.
There is a difference between a moral and a legal duty and differences between requirements of various reporters.
