What is the name of your state? Texas

My daughter owns a manufactured home that is situated on a lot in a community wherein the landlord supplies water, electric line acess, trash pick up, etc.

My question concerns real estate taxes that are being charged to my daughter by her morgage provider which are paid through an escrow account.

Since she does not own the property on which her house rests, why must she pay the real estate tax? Is there anything in Federal or Texas State law that addresses this question?
