Maritime/Admiralty vs. State Civil Law

What is the name of your state? California

FACTS: Renter rents houseboat form owner to live in it on navagable river. Boat pontoon has or develops leak. Renter informs owner of defect. Owner hires repairguy to fix leak. Time passes. Boat sinks. Property damage ensues as renters stuff gets washed away in the river.

QUESTION: Is the renter's remedy against owner or repairguy to be found under maritime law, state civil law, or both? Thanks.

Also, it is my understanding that either state or federal court would have jurisdiction.
