I reside in the State of Texas. I am a legal U.S. citizen, my boyfriend is Mexican. He finished his college education in the US with a diplomatic visa (his father was a diplomat) once he finished school his visa expired (he was not a dependent anymore). Currently he does not have any type of visa for the US. He resides in Mexico, about 4 months ago he requested a tourist visa for the US and got rejected and was told that the visa would be approved pending he got a full time job in Mexico and proved he had reason to go back to this country. We are thinking about getting married to get to him to Texas to look for a job because he has been unable to find one in Mexico for the past 6 months(economy is really bad. My first question is how long after applying and/or getting the fiancee visa can he get a working via and what do we need to do. Also what would be the quickest method to getting the working visa? Getting the fiancee visa and marrying in the US or marrying in Mexico and then moving to US? What would be the waiting period for each option? Thanks so much for your help!!!

Without a doubt, a fiance visa.

Getting the EAD depending on many factors.. but generally not more than 90 days from filing the I-485, adjustment of status.
