What is the name of your state? Illinois

Is it legal for a priest to perform a marriage ceremony without the couple getting a marriage license? If not is there a penalty? Where can I find information about this law if it exists?

I have searched through the Illinois statutes on the Illinois General Assembly website and have not been able to find this specifically addressed.

I don't believe there's any law which says a clergy person cannot perform a religious marriage ceremony w/o a civil marriage license - but it may not be a legally valid marriage.
