My 14 year old son is the father of a one year old, and possibly is the father of a second child. What rights do I have to require him to have a vasectomy? If I do have that right, how do I pursue the course of action needed?

You most certainly do NOT have that right. What kind of a parent are you?

As a parent, your job is to teach your son self-control. Not to force a medical procedure that will have lasting affects for the rest of his life.

Find him a Mentor.

Sounds like controlling his comings and goings would be a start, take away his cell phone and computer if need be, and personally drop him off and pick him up from school. Clearly he has far too much time on his hands to contact and get together with people he cannot.

If he is delinquent and running away or staying out of your control, consider speaking to the police, to juvenile probation, or to a therapist on what to do.

That is the same as requiring a daughter to undergo an abortion.
