What is the name of your state? washington
I pay my child support every month, now my ex wife sent me a letter
telling me she needs 700 dollars for half of all my sons medical bills for the past
year. Am I actually liable for these bills on top of my child support and half of
child care.

Does your court order say that each parent pay one half of non covered medical?
If it does, yes you have to pay.
If it doesn't, tell her to forget it.

Also, if the CO does say that you pay half, never just take her word for what's owed, ask to see all the bills.
