What is the name of your state (only U.S. law)? MO

If a student (who is away at school) pushes another student and the second student falls and breaks his elbow, will the first student's parents homeowners policy cover the medical bills for the child injured by their son, the first student?

It might. Has the other student threatened to sue? Was it an accident or was your child fighting?

Yes, the other young man had a lawyer call the fraternity's insurance company. The Frat Ins Co called my son and told him there was a claim. The young man apparently was treated at a hospital for his broken elbow.

The boys exchanged words and my son told the other one to leave the frat house. the other one refused, my son pushed him down or out of the way and went upstairs in the house.

This occurred on 3/18/2009. The young man's parents just called the insurance company last week and now my son may be charged with felony assault and a civil suit for the injuries.

Well if your son committed a crime, no insurance is likely to cover it, he will have to pay it out of his pocket. Insurance is for negligence or accidents, not intentional criminal acts.

Well, that will be up to the fraternity's insurance, and possibly yours, to determine. If he is charged with a crime, he will need a lawyer.
