Minnesota:

Ex has custody. I pay insurance premiums. Any expenses not covered are to be split equally. Per decree my ex is supposed to give me an accounting of all unpaid medical bills every 3 months. I have never received this.

I just received a notice to respond within 30 days with payment for over 6 years of medical bills or the county will start proceedings for garnishment of wages

Can she do this

No. She has to prove she followed the rules of the divorce decree and sent you bills within three months. And if she says she mailed them, yet you never received them, I know in NY, if something is mailed first class mail it is assumed to have reached the recipient. So she'd have to prove that she did get them to you. Unless they were sent certified mail, she can't prove too much.

But my question is, did the county send the notice or did her or her attorney send it? 6 years of bills is a bit extreme and I would imagine there's some statute of limitations on items like that. Good luck. Contact the agency (if one did) that sent you the letter and quote your divorce decree or better yet, mail it with a letter saying this is the first you are hearing about it and demand a hearing.
