If a doctor lies on a report for the workmans comp. commission and this effects the settlement is this malpractrice? If another doctor alters a medical report using false facts at the request of an insurane company does this violate any laws other than the morals of the doctor?

If he lied on the report that would be fraud and misconduct... The other doctor may be guilty of insurance tfraud and ethical vioaltions, if he actually did what you allege.
