What is the name of your state (only U.S. law)? Pennsylvania

Does the person designated as the Power of Attorney/Executor of the Will (my brother) have the right to veto any decisions made by his siblings in regards to the person he represents (our mother)? My mother, who is of sound mind, is in medical rehab after a fall and my sister and I want her to go to an Assisted Living facility temporarily and then come live with me after our basement is finished. My brother wants her to go home after rehab. My mother does not want to go back to her house but hasn't directly said she'll come live with us.

Is there such a thing as a Medical Power of Attorney?

An executor is a person appointed by the court to administer a decedent's estate. A POA is for a person who is alive. The person who is alive, especially a competent one, still has the right to make his/her own decisions.

Is there such a thing as a Medical Power of Attorney?
Yes.
