What is the name of your state (only U.S. law)? Louisiana

My mother recently passed. My father request her medical records. On the release form they asked if this was for compensation. At the time of filling out the medical records release form it was not for a lawsuit. It was to see what had happened, because the doctors were a little vague in answering some of our questions.A few weeks has passed and now he considering getting a lawyer to look over her records for some medical mistakes. Can he still sue if he checked "no" that requesting her records on a medical record release form was not for compensation at that time? And by chance if he can't, can one of her kids file a wrongful death suit?

Thanks for your time.
