The doctor I am previously going to dropped out of my HMO. I found another specialist in my area and asked her to forward my records to him. Her office called and said I would have to pay a dollar a page ($42). I said that was outrageous. I'd never paid for my own records before. She has refused to forward my records. What are my rights? Thank you.
