Everything I've found on the internet concerning legal issues with META tags and keywords only mentions the use of trademarks as being illegal.

Would it be illegal to take the keywords used by one website and use it for your own, as long as there are no brand names or trademarks used? Also, what if the keywords are not exactly the same, but very similiar?

If it matters, it's in the US Virgin Islands.

As long as they are 'common' words in any sequence, and not trademarks, copyrights, slogans, etc. you should be okay.
