My brother was recently arrested for having a baggy that HAD contained meth. they charged him with a felony. he didn't acctually have the meth..my question is should he plead not guilty? and should he get a lawyer to do that for him?

It doesn't matter whether there was a usable quantity of meth in the baggie. Trace is sufficient to convict of felony possession.
