What is the name of your state (only U.S. law)?

If I am not on the mortgage but on the deed and paying the property tax, am I allowed to take this credit?

Are we talking about the homestead property tax credit? If so they care nothing about the mortgage. As a matter of fact, they don't even care about who is on the deed or whether you were the one that paid the tax (only that the taxes were paid). If you make the property your permanent residence and don't make over $82,500, you can claim the credit. For example, renters can claim the credit even though they don't pay (directly) the property tax.
