Yes, courts martial and article 32 hearings are open to the public, except when specifically closed, usually only for the purpose of presenting classified information.
And yes, civilians can attend these proceedings. There is case law out of CAAF you can use/cite to if someone is prohibiting you from attending.
The exception, of course, would be if you are a potential witness, since there is typically separation of witnesses, to allow some witnesses to view other witness testimony thereby creating an incentive to collaborate on testimony.
