Mineral Rights

Can anyone tell me what rights a property owners have when there is a seperate mineral owner? What prevents the mineral owner from having a gas well put on a property? Who has the final say, mineral owner or property owner? We are considering purchasing some land but the current owner wont give up mineral rights, he owns 100% of the mineral rights. Any suggestions, or advice?
