I really don't know the answer to this question. A possible "why not" is that if this person was in a crash with another vehicle, would the other person be able to sue the minor for whatever damage done?

My response:

Yes, the minor can be sued for his or her own negligence, right along with the parent who signed the license application.

If you look through it you'll find that "At age 15 1/2, you are treated as an adult under Missouri's traffic laws."

I am not a lawyer of any form, but thought that might answer you example.
