I am always liable - Why not?

I AM ALWAYS LIABLE -

I really don't know the answer to this question. A possible "why not" is that if this person was in a crash with another vehicle, would the other person be able to sue the minor for whatever damage done? :confused:

My response:

Yes, the minor can be sued for his or her own negligence, right along with the parent who signed the license application.
