Before a custodial interrogation, i.e. when a person is in custody (under arrest, not free to leave) and government agents (police, etc) are going to ask him or her incriminating questions.
Remember that the arrest need not be "formal" before Miranda warnings are triggered. If a reasonable person would believe he or she was under arrest as a result of the officer's actions, then Miranda warnings required regardless of whether the officer says "you are under arrest."
