What is the name of your state? WI..My primary employer called me at my part time job after i left to tell me not to come into work as the power was out. IF i would have worked that day, I would have OT. Is my employer obligated to pay me for the 8 hours that THEY called employees off and if so, would my OT be in addition to these hours? thanks!

Is my employer obligated to pay me for the 8 hours that THEY called employees off and if so, would my OT be in addition to these hours? Assuming you are a non-exempt (hourly paid) employee, the answers are no and no. Your employer is not responsible for the power going out.

No, they are not required to pay you for time you did not work. They didn't cause the power to go out.
