What is the name of your state? GA

I get calls trying to reach some other person I have never heard of. It is probably some junk debt.

To send a validation and cease communication letter in my name, what address do I send it to, for it to be legal.

The address they gave on the phone is the same as the one on their website:
Law Offices of Mitchell N. Kay, P.C.
Seven Penn Plaza
New York, NY 10001

Their website: http://www.mitchellnkaylaw.com/

Their address according to the state Division of Corporations is:
DOS Process (Address to which DOS will mail process if accepted on behalf of the entity)
LAW OFFICES OF MITCHELL N. KAY, P.C.
7 PENN PLAZA,
P.O. BOX 3163
JAF STATION, NEW YORK, 10116-3163
Chairman or Chief Executive Officer
MITCHELL N KAY
PO BOX 3163
7 PENN PLAZA
NEW YORK, NEW YORK, 10116-3163
Principal Executive Office
MITCHELL N KAY
7 PENN PLAZA
NEW YORK, NEW YORK, 10116-3163
Registered Agent
NONE

When I called on the phone I was transferred through several people who sounded like they may have been in the Philippines, then was connected with a secretary who claimed to be in New York, New York. She said that their legal address for service was the 7 Penn Plaza, New York, New York, 10001. But the address from the Division of Corporations website search is the PO Box 3163, 7 Penn Plaza, 10116-3163.

Which address is their real address for sending RRR?

Why would you send a validation?

How about you just ask them to remove your number as that person is not known to you?

Send a validation letter so that it is documented that they don't have a valid debt to collect from me. It also documents that they have been told not to continue contacting me by telephone.

They still call. This may be a "new account" of theirs, as the last time I was contacted was a string of calls over a year ago.

Hopefully telling them they have the wrong phone number will get them to stop. Do any of the judgments against this company or agreement with the different states that have taken action against this company require it to stop communicating when told to verbally? I don't think any state law requires that. I think that even Massachusetts requires a letter to be sent in order to keep them from start calling again.

Also to clarify - I am not the person they are trying to reach.

It doesn't matter, because once the debt is sold, it will start all over again.
Get caller ID.
