MN Whiskey Plate Question

I got a first DUI over .20 and am about to get my full license back. I do have "W" plates on my car. I know MN law says if you have W plates, you must drive that car. If you are driving another car not marked with the W, you will be charged for it.

My question is: Does that only apply to driving in MN? I am wondering if I can still rent a car in another state if on a business trip. Also is there any limitations on getting new plates if moving out of state? Might be moving to Cali, and know I could be travelling for that job. Also if you have sources for this information so I could save it that would be greatly appreciated.
