CA; Signed Borrower's Escrow Instruction and Good Faith Estimate with a mortgage broker. The broker quoted rates that were lower than the loan documents. No money has been placed in escrow. We did not sign the loan documents. Are we liable for fees incurred by the mortgage broker?

Probably not unless you signed a separate agreement and the lender locked the rate.
