mother relocating to new country without notifying childrens father while paying

curious if father should still pay while one of the children with mother move to mexico, and other 17, stays in California, working alone, without mother notifying father of whereabouts and leaving. Does he still pay, and is it legal for her to leave?

It was not legal for her to move without court permission. I suggest he files for custody and CS (from her). In here absence he should be awarded custody and more importantly, he will be owe a crap load of CS later.
