I had a moving company really put the hurt on many of my assets. The moving company was sold to someone else. The new owner says he is not responsible for any of the damages the old company did. I think this is false, but want to make sure before I take them to small claims.

This forum is for US law only.

If a new person has done an asset-only purchase of the company, why should they be liable for the debts?

So find out who the former owner is and that is who you should take to small claims court, under the name of the previous company.

You'll likely find that unless you specifically purchased added insurance coverage (with a deductible), they're loss payout is a maringal cents / pound even if they pay your claim.
