What is the name of your state? ND

If a man in one state had a fling with the woman in another state had a fling and woman got prego, she filed in a state she lives in, got CS enforced, the state is not as hard as it could of been if she filed in the state that the father lives in. The father feared that she would move to his state to get harder CS enforced. So he moved to a completely different state where it not as strict.

Ok question now, if she moves to another state does she file in the state that she moves to, that is my understanding that you have to re-file in whatever state the child resides in, or does she have to re-file in the fathers state even tho the child does not reside there?

Lucky child. Mommy making babies from "flings" with guys with whom she has no real relationship, then being dragged with mommy from state to state. Lovely.

There is an existing Court order . If neither Parent lives in the original State , She could Petition in the child's State and request a change of Jurisdiction . If the State is not involved it may be granted .

She can't just move all over gods' creation to " pick " a " harder " spot .

Child support *shopping* had been limited thanks to the Uniform Interstate Family Support Act (UIFSA). There are too many variables to make that determination in a one word answer. Have your friend review the following handbook especially section Exhibit 3.1 Checklist for Asserting Long-arm Jurisdiction.
