I live in wisconsin and have been renting a house on a month to month rental agreement. In June the property was sold to a new owner, and we never signed anything with the new owner lease (nothing). Now my question is that if i gave him a 30 day notice, sent it certified letter on the 15th of november telling him i would be leaving on the 17th of dec. Would i still have to pay all of DEC rent or prorate it for the 17 days of dec.

Your state requires a 28 day notice and you can prorate the rent for Dec.
For reference refer to Wisconsin Statutes Chapter 704 Landlord/Tenant.
