I am in Briarwood, Queens, New York City. I live in a rent-stabilized apartment. I was sent a renewal notice, but did not sign it. The landlord accepts the rent, anyway.

Am I living month-to-month, thus requiring only a 30-day notice?

Yes * you SHOULD give notice to your landlord as it may trigger some requirements on their part that are to your advantage.
