What is the name of your state (only U.S. law)? Oklahoma. Guaranteed not to get a reply. Mention a small group of citizens getting screwed by their municipality. There's no place for these kind of questions or legal help. I guess municipal attorneys are hard to find.

Without more info, I can only suggest you wait until election time, raise a big stink and help vote them out. Maybe the next group of officials will help.
