What is the name of your state? New York

A debt collector is trying to get me to pay more than I can afford to pay each month, they keep saying no to any offer that I make them. If I make an legitimate offer on paying each and every month and they refuse it. What can I do? Is there any laws on this type of matter.

No, there aren't any laws that state they have to accept any offers other than an offer where payment is made in full.

Perhaps you can get a loan for the amount owed where the payments for the loan will fit what you can afford.

Some collectors may even settle for less than the full amount owed if they get it in a lump sum.
 
pay your bills without spending that 10k check from the insurance co. FOR THE HOUSE OWNED BY THE LENDER or you will have far worse legal issues on you than a debt. collector. :)
