I am transferring my child to a private school and announcing this at an IEP meeting with my advocate and tape recording the meeting. I am under obligation, legally to inform them where I am enrolling my child?? I have four separate programs willing to accept my child and I prefer not to tell the IEP team where we are going.

This makes no sense, however since your other post was about trying to do an interdistrict transfer and still receive speech therapy in the old district, it makes sense that you would be trying to deceive them in order to receive services. Of course you must tell them where the child attneds school. You didn't like it too well when you were deceived, why would you do think is is ok for you to deceive? It is in your childs best interest to cooporate with the IEP process.
